This map shows climate change inclusion in all the analyzed policies by jurisdiction. We categorized policies as having ‘a very low focus’ if they had 1-300 keywords per million words, ‘a low focus’ if they had 301-1,000 keywords per million words, and ‘a moderate focus’ if they had over 1,000 keywords per million words. The dots indicate the presence of state climate plan in that jurisdiction.
